Theresa M. Willard is an attorney and registered mediator in PSRB’s Indianapolis office. Theresa represents corporate and individual clients in complex litigation and insurance coverage, environmental law, and employment law matters. Theresa also devotes part of her practice specifically to helping seniors and individuals with special needs successfully navigate the areas of insurance coverage, estate planning, and education.

Theresa is a former judicial clerk for the Hon. Patricia A. Riley of the Indiana Court of Appeals. She has written extensively on the Indiana Rules of Trial Procedure, working with Indiana University Robert H. McKinney School of Law Dean- and Professor Emeritus William Harvey on his Indiana Practice volumes, the foremost treatise on Indiana Trial Rules.  Prior to practicing law, Theresa spent time as a preschool teacher, a private music instructor, and a homeschool educator. She has spoken on the topic of special education laws and opportunities at various conferences and seminars, and she has been published on the subject of government special education funding mechanisms and their effect on the diagnosis and placement of students with special needs.

In 2014, Indiana Governor Mike Pence appointed Theresa to the Commission for Indiana Protection & Advocacy Services, the state agency charged with protecting and promoting the rights and interests of individuals with disabilities throughout Indiana. Theresa serves in numerous other leadership roles in the community, as well. She has been active with Special Olympics as a parent, coach, and volunteer, she serves as a member of the Indiana Youth and Government Advisory Board, and she is a member of the Joseph Maley Foundation’s JMFamily Advocacy Committee. In addition, for the past several years Theresa has served as the attorney advisor to Westfield High School’s Mock Trial Team.

Theresa received her B.A. in Sociology from Indiana University, Bloomington and her J.D., magna cum laude, from the Indiana University Robert H. McKinney School of Law. She is a member of the National Academy of Elder Law Attorneys (NAELA), the Indiana State, Indianapolis, and Hamilton County Bar Associations.
