For over 20 years, Mike Bowman has helped manufacturers achieve “competitive compliance” with state and federal environmental and safety laws and regulations. Before becoming an attorney in 2004, Mike was an environmental, health and safety engineer and manager in several large organic and inorganic chemical manufacturing and petroleum facilities, where he was responsible for every facet of compliance with air, water, hazardous waste and safety regulations, including the Clean Water Act, Clean Air Act, Oil Pollution Act, RCRA, TSCA, EPCRA, CERCLA, and OSHA. As an attorney, Mike represents industry, publicly owned treatment works, and individuals in civil and criminal environmental enforcement actions and citizen suits under the CWA, CAA, RCRA, TSCA and OSHA, and helps clients negotiate or dispute environmental permits, including NPDES permits, § 404 wetlands permits, industrial pretreatment programs, PSD preconstruction permits, Title V operating permits, and floodway construction permits. Mike has investigated hundreds of environmental/safety incidents and near misses and helps clients comply with incident and release reporting requirements. Mike also helps clients prevent injuries and releases by conducting comprehensive or program-specific audits, and by developing workplace safety procedures, process safety management (PSM) programs, risk management plans (RMP), spill prevention, countermeasure and control (SPCC) plans, emergency response plans and environmental management systems. In addition to traditional environmental issues, Mike litigates other complex technical issues, including toxic torts, remediation cost recovery or contribution claims, losses caused by poor floodplain management or inadequate stormwater drainage, claims against environmental consultants, construction defects, and contract disputes. Mike received his B.A. in mathematics from the University of Chicago in 1985, his M.S. in environmental engineering from Purdue University in 1990, and his J.D., magna cum laude, from Indiana University School of Law – Indianapolis in 2004.

Plews Shadley Racher & Braun LLP attorneys Greg Gotwald and Mike Bowman teamed with Rose-Hulman Institute of Technology professors to teach a course to Indiana licensed professional engineers. The course focused on ethical and legal issues facing professional engineers and satisfied the engineers' continuing education requirements for an hour on ethics and an hour on Indiana laws and statutes.
